Quebec rules are different from Ontario's
Owners who know the Ontario rules are often surprised by how different Quebec's are. The main points:
- The lease. Residential leases are made on the mandatory form of the Tribunal administratif du logement (TAL), and the landlord gives the tenant a copy within 10 days.
- Deposits. A landlord may ask for the first month's rent in advance, but not a security or damage deposit.
- Notice to a new tenant. The landlord must tell a new tenant the lowest rent paid for the dwelling in the previous 12 months (section G of the lease). A tenant who pays more can ask the TAL to fix the rent.
- Rent increases. There is no fixed annual limit. The landlord proposes an increase by written notice, which the tenant can accept or refuse; if the tenant refuses, the landlord can ask the TAL to set the rent. Since 2026 the TAL uses a calculation based on the three-year average of Quebec's Consumer Price Index, tax and insurance changes, and the cost of major work.
- Renewal. A lease renews automatically unless the tenant decides to leave. A landlord can end it only in specific cases, with set notice periods.
- Disputes go to the TAL, not to Ontario's Landlord and Tenant Board.
Our guide Renting Out a Property in Gatineau or Chelsea explains each of these in more detail.
Chelsea
Chelsea is a rural municipality next to Gatineau Park, and many of its homes use a private well and a septic system. These need regular testing and maintenance, and the lease should say who arranges what. Homes are farther apart, so planning contractor visits and winter access matters more than in the city.
What we do for owners in Quebec

- Send rent increase notices within the required time limits.
